The Boards of Governors

The Board of Governors is responsible for the general functioning of the University in over all matters and its Members are elected by the Contributory Members of the University. The Registrar is the permanent Ex-officio Member of the Board and acts as secretary thereto. All the Members including the Ex-officio Member, hold statutory appointments. The Board shall be the supreme authority of the University and shall have the power to review the acts of all or any of the Bodies or Committees or officers or Authorities of the University, save as provided by the Constitution of the University and shall act and exercise all powers of the University provided by the Constitution of the University, as also such powers, rights and duties as may be conferred by the Contributory Members of the University

Syndicate of the University

The Syndicate of The – A. I.C.A shall act as Syndicate of the University in consultation with the Board of Governors and is the Chief Directing and Governing Body of the University in all spheres of functions and actions next to the Board of Governors. The Syndicate shall have the powers to review the acts and functions of all Bodies save the functioning of the Board of Governors and of such other Board or Committees or officers as provided by the Constitution or the University.

The Working Syndicate or Executive Council of the A – I. C. A. and Commercial University Ltd.

The Syndicate, acting through the General Secretary, may appoint the Wkg. Syndicate or Executive Council of the University under the authority of the General secretary with such powers, rights and duties as may, from time to time, be determined by the General Secretary. The terms ‘ Wkg. Syndicate or Executive Council’ are inter-changeable terms referring to the same Body. The Wkg. Syndicate or Executive Council shall be the Executive Body of the University and its constitution and terms of office of its Members so other than the Ex-officio members shall be determined by the General Secretary. The General Secretary will be the Ex-officio member of the Wkg. Syndicate or the Executive Council which, in turn, shall be responsible to the General Secretary for all its action. The General Secretary may recommend or alter or amend or direct or abrogate or delete or veto all or any of the decisions or actions of the Wkg. Syndicate or Executive council shall be the Executive Body of the University and its constitution and terms of office of its Members other than the Ex-officio members shall be determined by the General Secretary. The General Secretary will be the Ex-officio member of the Wkg. Syndicate or the Executive Council which, in turn, shall be responsible to the General Secretary for all its action. The General Secretary may recommend or alter or amend or direct or abrogate or delete or veto all or any of the decisions or actions of the Wkg. Syndicate or Executive Council. The Wkg. Syndicate shall have the powers to review the acts and functions of all Bodies save the functioning of the Board of Governors of such other Boards or Committees or Officers as provided by the Constitution of the University. The Constitution, terms of appointment, powers, rights and duties of the Wkg. Syndicate and its members shall be determined by the General Secretary in its constitution and Memorandum of Appointment as provided in Schedule 1.

Finance Committee

The Syndicate acting through the General may appoint the Finance Committee of the University to attend to, budget, realise, realies regulate and in such manner to ensure due and proper realisation and utilisation of funds of the University under the authority of the General Secretary with such powers, rights, duties determined by the General Secretary. The Finance Committee will be constituted by the General Secretary and be responsible to him for all its actions. The General Secretary may recommend or alter or amend or abrogate or vote or delete all or any of the decisions or actions of the Finance Committee. The Finance Committee shall have powers to review the functioning of all bodies and officers constituted and appointed save, as conferred by the Constitution of the University. The Constitution, terms of appointment, powers, rights and duties of the Finance Committee and its Members shall be determined by the General Secretary in its constitution and the Memorandum of Appointment as provided as provided in Schedule

Academic Council

The Wkg. Syndicate will appoint and constitute the Academic Council of the University which shall be the Academic Body of the University and shall, subject to the control of the Registrar, be responsible for maintenance of the standards of instructions, Education and Examinations and shall exercise such other powers and perform such other duties as may be conferred by the Registrar or by the Board. It shall have the right to advise and recommend to the Executive Councicl on all Academic matters. The constitution of the Academic Council and term of office of members, other than Ex-officio members, shall be determined by the Registrar. The Academic Council shall have powers to review the functioning of all bodies and officers constituted and appointed by it, save as conferred by the Constitution of the University.

Senate

The Members of the Wkg. Syndicate of the University, the Principals of Colleges and the Honarary Authorised official Representatives nominated to Membership of the Senate, will constitute the Senate of the University. The Senate will advise the Academic Council and the Wkg. Syndicate as regards functioning, Courses of Studies, Methods & Systems of Education, colleges conduct, Students Enrolment and such other matters as may be prescribed form time to time by the Board or by the General Secretary.

  • Deans of Faculties

Such other persons or committees or Bodies associated with the University or with The A- I. C. A as may be declared by the Syndicate to be the officers of the University.

The Examinations Committee

The Colleges Control Committee

The Publications committee and such other Bodies or Committees or Boards as may, from time to time, be determined by the General Secretary.

Committee and Boards to be Appointed by the Academic Council :

The Academic Council may under its purview appoint;

The Syllabus Committee The Board of Examiners

The Equivalence Committee

The Board of Paper Setters And such other Bodies or Committee or Boards as may, from time to time be determined by the General Secretary.

Committee to be Appointed by the Finance Committee :

The Finance Committee under its purview may appoint the Accounts Committee and such other Bodies or Committees as may, from time to time be determined by the General Secretary.

Syndicate and General Secretary to Determine Appointments

In the event of the post of an Officer of the University being vacant, the officer next in heiarchy and / or authority shall assume the working of such officer as well till such time the vacancy is filled in by the respective authorities. The Board may, at any time, feel fit to appoint or to dismiss or to abrogate or to keep vacant any of the office or authorities of the University and the decision of the Board in this respect shall be final.

Management :

Management of the University vests in The All – India Commercial Association, New Delhi, which is the Central Controlling Board

Commercial University Limited is a Private University founded by The All – India Commercial Association in 1940 at Lahore and is a university incorporated under a central act being central act I of 1956. It is not recognised by the U. G. C.. Its Certificates, Diploma and Degrees are not specifically recognised by the Central or any State Government. Recognition thereof is discretionary on the part of the persons concerned.

The CUL establishes and maintains high standards of education, training and examinations at all levels. This fact has earned for it a high reputation and public acceptability of its course, examinations and awards. Many employer concerns, including private companies and MNC’s accept its awards for staff placements in their concerns. However, recognition thereof is entirely discretionary.
